Focus on universities of applied sicences in the academic year 2015/16
Within the framework of its development programme for higher education, the Austrian government intends to place a special emphasis on universities of applied sciences. Additional student places are to be created for the training of highly qualified specialists. Funding is to be provided for 520 new places for first-year students in the academic year 2015/16.
Priorities for the academic year 2015/16:
- Measures aimed at the sustainable development of study courses
- Cooperation measures
The additional student places are intended for existing as well as new courses of study. As in previous years, the assignment of new student places is subject to accreditation of the institution concerned by the Austrian Agency for Quality Assurance and Accreditation.
Procedure and detailed provisions
From the academic year 2015/16, the Federal Ministry of Education, Science and Research will make available an additional 520 subsidised student places for first-year students at universities of applied sciences. Funding will be provided according to the schedule outlined below:

The additional student places are intended for existing as well as new courses of study and will be divided equally between bachelor and master courses.
2. Assignment criteria
The assignment of student places is based on the following criteria:
- Measures for the sustainable development of courses of study
- Cooperation measures
"Measures for the sustainable development of study courses" comprise extensions of or additions to existing courses of study as well as the creation of new, innovative courses of study designed to enhance the profile of the institution concerned.
"Cooperation measures" include the creation of study courses in cooperation with universities, other universities of applied science and businesses in line with the objectives of the European Higher Education Area and for the purpose of promoting cooperation with the business community.
"Internationalisation" covers the introduction of foreign-language lectures and courses of study, intensified cooperation with recognised institutions of higher education in other countries, as well as measures to promote "internationalisation at home" for non-mobile students.
The capacity of related courses of study at the university of applied sciences concerned as well as the utilisation of its financing potential are taken into consideration.
3. Assignment and accreditation
Prior to the assignment of new student places, the projects are examined by the Federal Ministry of Education, Science and Research and Economy for compliance with the criteria. The allocation of federal funds for these student places is subject to accreditation of the institutions by the Austrian Agency for Quality Assurance and Accreditation.
4. Target group
Projects can be submitted by operators of study courses at universities of applied sciences. The allocation of federal funds at the beginning of a course is conditional upon the accreditation of the operator concerned.
5. Submission of documents and contents
Operators applying for new student places for their projects can use the "FH Ausbau 2015/16" application available under the BIS application function. The authorisation to use the "FH Ausbau 2015/16" application is identical with the authorisation to use the UV (shifting of funds) application, i.e. users authorised to use the UV application are automatically authorised to access the "FH Ausbau 2015/16" application. Therefore, no additional authorisations will be granted for the "FH Ausbau 2015/16" application.
The "FH Ausbau 2015/16" application can be accessed from 29 April 2014 to 20 May 2014 via http://www.FH-Ausbau.at. When uploading your project submission, please attach a description of your project containing the following information (maximum 3 pages per project):
- Subject matter of the study course
- Part-time or full-time programme
- Type and duration of the study course
- Number of places for first-year students and in entire course of study
- General description of the project
- Criteria met
- Capacity utilisation in related courses of study

6. Time schedule
Please note the following deadlines:
- Submission of projects: 29 April to 20 May 2014
- Questions for clarification and decision by the Federal Ministry: by 17 June 2014
- Preparation and accreditation phase: June 2014 to September 2015
- Drafting of funding contact: by 30 September 2015
- Allocation of federal funds: from 1 October 2015
